Sitting near the window of my fourth floor apartment, with mosquito repellent on, having sprayed a mosquito repellent, still getting bitten all over my feet (I’ve got too much hair on other parts for them to penetrate).
Checked thoroughly for stagnant water here at home. None. How high do those little evil critters fly? Same deal with a friend’s apartment on the 10th floor. They get in!
Do they take the elevator?

Actually there’s no limit to how high a mosquito can fly. Afterall they can fly into a lift that goes to the top of a building. They can also fly into a plance :p

People staying on the 17th floor are not spared from mosquito bites either.
Of course, people staying on landed properties have higher chances of getting bitten. It’s only logical.
